Abstract
To correct the shortcomings shown by the banking sector in the past global financial
crisis that unfolded in 2007, the Basel Committee on Banking Supervision -world-widely
known as the gold standard for banking regulation-, developed “Basel III” an international
regulatory framework that has been widely adopted by many countries across the world.
Undoubtedly, its incorporation has provided financial stability to the banking sector but
among its drawbacks are more difficulties to finance public infrastructure projects in
EMDE countries. This investigation focuses on the challenges and consequences
imposed by Basel III on commercial banks for financing public infrastructure projects in
Latin-America and Costa Rica.

Resumen
Para corregir las carencias mostradas por el sector bancario en la pasada crisis
financiera desencadenada a partir de 2007, el Comité de Supervisión Bancaria de
Basilea -mundialmente conocida como un organismo experto en regulación bancaria-,
desarrolló "Basilea III" un marco regulatorio internacional que ha sido ampliamente
adoptado por muchos países en todo el mundo. Su incorporación ha proporcionado
estabilidad financiera al sector bancario, pero entre sus inconvenientes se encuentra
mayores obstáculos para financiar proyectos de infraestructura pública en países en vías
de desarrollo. Esta investigación se centra en los retos y consecuencias que impone
Basilea III a los bancos comerciales para la financiación de proyectos de infraestructura
pública en América Latina y Costa Rica.
